Community meetings regarding improvements to Joe Moakley Stadium

THE PROJECT
As Part of the Boston Parks and Recreation Departments continuing
efforts to provide quality open space and recreation areas for use and
enjoyment by all residents of the city, efforts are underway to redesign
portions of Joe Moakley Stadium (Saunders Stadium) located at the cross
roads of Morrissey Boulevard and Columbia Road in South Boston.

We are looking to the residents in the South Boston area and users of
Moakley Stadium to aid us in the design of this space in order to best
serve the public need. In this series of 3 meetings, the BPRD would like
to obtain input regarding the current uses of the space, how it
functions and what the Parks Department can do to make the space better.
The scope of work for the project will be defined during these meetings and
will serve as a springbsard to develop design alternatives for the
space. The following is an outline of what will occur at each scheduled meeting:

Meeting #1 - The BPRD and an outside design consultant will be on hand
to outline the project budget, schedule and overall scope. The main purpose
of this meeting will be to gather community input about the current condition
and use of the field as well as design suggestions.

Meeting #2 - Several design alternatives for the space will be
presented, along with associated costs and a discussion about the pros and
cons of each design and how the final project will take shape.

Meeting #3 - The final project design will be presented and the
community will be given an opportunity to ask questions and provide further
input into the final elements of the design.

Planning Committee
Planning Committee Minutes from January 28, 2002

There were no presentations at the January Planning Committee meeting.
However, the group discussed several topics including:

401 Mt. Vernon Street
Public comment period for the 300+ rental units at Harbor Point ended on
January 28. Although the CSHCA did not take a position on this project, it
will stay abreast of its progress. Discussion at the Planning Committee
included a report by one member who attended the most recent meeting on the
project. Our primary concerns pertain to an impact on local traffic. We may
want to recommend that Corcoran Jennison provide a shuttle bus for residents
to use for shopping and as access to public transportation.

65 Bay Street
Reviewed preliminary information on a sign for the building. Spire
representatives will attend our meeting on February 25 to review drawings of
the sign.

Osco Drug: has been sold to Brooks Pharmacy. We should revisit the original
agreement and express our concerns to Brooks that they clean the area more
regularly, fix the wooden fence around the store, remove graffiti and
improve the landscaping.

School Bus parking area on Freeport Street
One member suggested that we ask the city to relocate the school bus parking
area that is currently on Freeport Street to the site of the old city
incinerator near New Market Street. Moving the 800 bus parking area from its
current site would eliminate considerable traffic on Dorchester Ave.
Motion: The CSHCA approved the Planning Committee's recommendation that we
send a letter to our elected officials so that they will work with the
appropriate city agencies to review this suggestion.

Bayside Expo Parking
A few months ago, Larry Baker, owner of Priority Parking, applied for a full
"open air" license for overflow parking in the Sovereign Bank parking lot
during the large Bayside Expo shows. At his Board of Appeal hearing it was
requested that he supply a traffic plan for his parking. The Planning
Committee will request a copy of the plan from Mr. Baker.

This is my final report as chair of the Planning Committee because I am
moving from Dorchester to Quincy this month. I would like to thank everyone
who has helped to strengthen the Planning Committee during my tenure. The
smaller, more thoughtful forum allows us to discuss issues concerning our
neighborhood and provides an opportunity to review a project prior to a
presentation at the larger association meeting. I urge you to get involved
with the Planning Committee to learn more about what goes on in our
neighborhood.
