Meeting Minutes from 11.02.20 Membership mtg
Reminder: CSHCA will be virtual for the remainder of the year. We are discussing the potential for a hybrid meeting with limiting in person invites but for now ALL VIRTUAL via Zoom.

You can connect via Zoom thru the internet link or call in. Please note call in details will prohibit you from viewing the screen. Votes by call will be accepted assuming your credentials as a member can be validated and you are in good standing (e.g. dues paid at/before the prior general meeting).

1. Meeting Called to order.

2. C-11 Boston Police Report: Officer Mike Keaney was unable to attend due to the upcoming election, but will provide an update at the December Civic meeting.

3. ANNOUNCEMENTS

Elected Officials identified and present on the call: Councilor Annissa Essabi-George, Karen Foley (AEssabi-George’s office), Patrick Fandel (Mayor’s office), Evelyn Oliverio (Dan Hunt’s office) Julie Ryan (Frank Baker’s office).

Quick update from Annissa regarding initiatives: Keep in mind the COVID19 restrictions released 02Nov2020. Sharp buyback/free disposal ordinance passed city council in October2020.
· Get involved with your neighbors: Please register as a member for CSHCA. Currently, you need to download the form and print and mail. We are working to improve the registration process and more to come before year end. Registrations paid starting in November will count toward the 2021 calendar period. Dues can also be paid via Venmo to @des-rohan – make sure to add a note that this is for CSHCA dues and provide your full name and address.

· Mass Ave Bike Project goes virtual…Share your thoughts and view the online virtual open house about the changes recommended for Mass Ave. Details can be found here: Mass Ave Better Bike Project
· It’s FALL and leaves can be collected either at your curbside on pickup dates or you can opt to drop off on off-cycle weeks. See the yard waste schedule: Lawn & Leaf Fall Collection 2020 .
· Daffodils- CSHCA will receive 200 bulbs for the fall planting. We have decided to provide the Beautification 150 of the bulbs for the planters scattered throughout the neighborhood. The remaining will be planted around Savin Hill Park.
· CIVIC Association Charter By-Law Change: A motion to vote on a submitted change to Article IV Section 1 and adding a new Section 7 was seconded and voted on and PASSED. Section 1 would add the role of IT Manager. The new Section 7 also PASSED and will read: “The IT manager’s primary responsibility is to make sure that the CSHCA IT infrastructure is functional. The IT manager will control access and coordinate updates to existing tools (i.e. website/ software/ databases/ platforms) while making recommendations and implementing new IT tools that help the CSHCA better accomplish its goals.” The current bylaws of the organization can be found here: CSHCA-Bylaws. Updated By-laws will be posted before the next general meeting.
o Motion requested from the CSHCA for nominations for the IT Manager role. A vote will occur in December on the nominations. Motion seconded and motion passed. The following nominations were made for the IT manager role: Andy Rahamin and Stefan Kaluziak.

· Resilient Boston – Mayor Walsh released 2 reports around Climate Impacts to our Harbor. One of the reports Coastal Resilience in Dorchester was released the other week (Moakley Park to Neponset River and Neponset River Shed). See attached announcement for details and links to understand more. Resilient Boston 2030 Patrick Fandel from the Mayor’s office provided a few quick updates- encourages everyone to vote and be safe and follow Covid19 guidelines. COVID19 numbers are increasing- please adhere to the guidelines and social distance where possible. Additional restrictions have been released by the state on 02Nov2020- please check for additional details. http://www.boston.gov/coronavirus. Get the test pledge: local businesses encouraged to get employees tested- 2 Mobile locations vary through the city and you can check the Coronavirus Disease (COVID-19) in Boston. Parks department is planning a virtual open house to identify lands in Boston that need to be protected: http://www.boston.gov/parcel priority plan.

· Pet Fostering: With Covid having an impact on a individual or family need to care for their pets, a new facebook page has been started to allow folks to foster a pet until things stabilize with the owner. You can find out more by becoming a member of the group.

· Annual Tree Lighting…Yes, its the most wonderful time of the year. There will be a tree in Ryan’s Playground (which by the way has received funding for a redesign – details to follow in December). We don’t think there will be the traditional trolley tour but wreath’s will be done on the avenues and updates on other holiday festivities will be provided as they come in.

4. SPEAKERS
· Understanding Question #2.. The Dorchester Reporter recently published a lulukazu

· Dan Mueller, Terrie Chan, Angel Donahue-Rodriguez and Adam Kamoune Representatives from the MBTA will speak to the Forging Ahead initiative which will evaluate the impacts to the whole transit system as a result of the pandemic. This project could have an impact on what we previously knew as the normal use of the MBTA as the organization adjusts to the new-normal. There will be a public comment process commencing in early November. Click on the Forging Ahead link for more info. Comment from the group included that Ashmont trains are overcrowded going in or out of the city. Service Peaks are not the usual times that the operations team has seen in the past and changes are fluid at this time. There is no update on capital improvements at JFK UMASS Stations. “Executive Suites”… What are they and what is the oversight from the City. Claudia Correa and Sheila Cavaleri (shelia.cavaleri), Representatives from the Housing Team at ISD will help neighbors better understand this designation. Executive suite, is a change in occupancy of the dwelling (long form process) and part of the permitting process. If a property is designated as an executive suite and sold with the executive suite occupancy, then this status would pass on the sale of the property and the new owner would need to either change the occupancy of the property via the permitting process. 12 Hinkley Street was discussed: shortttermrental) ISD confirmed that they will investigate 12 Hinkley St. There are 22 active short term rentals (air bnb) in 02125. Number of executive suites in 02125 would come from the building department. There are also sections for common Q&A as well as links to further resources. Here is the full Short Term Rental Ordinance for those interested. For residents interested in seeing what short-term rental properties are operating legally in their neighborhood, they can utilize this search page to search specific addresses. I have attached a full list of short-term rentals (active and inactive) in 02125 for your reference.

· Benefits Committee – Don Walsh will provide an update on the recent meeting of the committee and discuss attached hollydonald.

· Want to be part of the Executive Board of CSHCA? Nominations were accepted at the Oct meeting for a November vote. Note the term will be shortened and a new vote will happen again in May 2021 to get us back on schedule from a bylaw perspective. No further nominations were made at the Nov membership mtg.
· Board Votes: The membership will be electing a new board and executive committee at November’s meeting. Each nominee provided a brief introduction. Nominations to date are as follows:

· Committee Chairs will be appointed/voted at the next meeting of each committee and report back to the president who will otherwise assign a committee chair.

5. PLANNING MEETING

Voting Items:

  • 10 Old Colony Terrace: Raze and rebuild single family home; motion to support was made and seconded; no opposition was voiced.

VOTE PASSED with overwhelming majority

  • 10 Fox Point Road: Des can provide an updated link to the updated plans to build new unattached garage. ZBA date is Nov19th, motion made by Eileen to support – motion was not passed.

A second VOTE was motioned and passed to move to November Planning for further discussion and vote

The November Planning Agenda will include a handful of items, including appointing a new chair to the planning committee,

  • 19-21 Buttonwood Street- Change each address from a 2 to 3 family with addition and decks; plans will be circulated. (Confirmed)
  • 17-19 Playstead – Update on plans requested along with a update from abutters meeting (not confirmed for Nov)
  • Seaview Terrace- Build new 2 family home on vacant lot (not confirmed for Nov)
  • 32 Pearl Street- 9 units condo development (not confirmed for Nov)
  • Dorchester Market and Tom English- confirmed project is moving forward but due to Covid19- there have been some delays.
  • 189 Grampian Way- abutters meetings and outreach but this is an as-of right project (not confirmed for Nov)

  • 6 Pearl Street – rejected by ZBA- next steps
  • 1121 Dot Ave / Savin Hill Ave
  • 75 Morrissey – Center Court Development (May present at Nov planning meeting)
  • Dorchester Bay City – Accordia partners filed their PNF and have announced a handful of public meetings on the topic that can be found here: DBC Meeting
  • 679-683 Columbia Road- Demo Delay and garage bay being razed
