Safety Committee Minutes, 5/17/22

CSHCA Safety Committee Meeting, 5/17/22
Chairs: Dianne Lescinskas, Jennifer Deabler
Minutes: Doreen Miller

Updates from George Huynh Re: Fireworks

  • The city is hoping to institute a dedicated phone number for firework issues. We should know more by summer.
  • In the meantime, call 911.
  • The chairs will invite George and a officer of C-11 to our June meeting to address summer issues.

Updates from Councilor Baker

  • For dirt bike issues in the park
    •  Call 911.
    • Police have a no chase policy.
    • They are looking into how to address the issue at the legislative level.
    • An enforcement team can investigate and mail citations.
    • They will try to apprehend bikes and scooters when possible.
    • Reach out the C-11 police at the next general meeting.
  • Sydney Street – Savin Hill Avenue Intersection
    • We are still waiting for the BTD to come up with a plan.
    • We should begin a conversation with business owners and residential abutters as to parking signage.
      • How many 15-minute spots would be reasonable?
      • What should time restrictions be for longer spots?
      • Overall, should these be restricted to business hours?
      • Ask the BTD what is does in South Boston.
      • Reach out to Ani from South Sydney for her perspective.
    • Update the General Membership to encourage feedback and ideas.

Updates from Dan Hunt

  • McConnell Park
    • Broken fencing and trash along highway
  • Dan Hunt sent pictures to MA highway department to pick up trash and evaluate the broken fencing.
  • Trash was removed, and a request for new fencing is in the works.
    • There is the issue of people utilizing the ballpark while it is still fenced off, compromising the newly planted sod. Who enforces the restricted area?
  • Morrissey Boulevard
    • DCR, MADoT and the city met for design option review.
      • A $2 million traffic study will be moving forward soon.
      • Focus is on the section between the draw bridge and the UMass lights.
      • $45 million is currently earmarked to carry out the project. It will depend on the new governor and to a certain degree, the city.  Dan Hunt met with the mayor, who is supportive.
    • There has been increase in state police presence to ticket speeders.
    • The current section of repavement was done because of left over curbstones from a different project. The curbstones will be repurposed when the revamp of the boulevard happens.
    • The sidewalk in front of The Beat feels exposed without the former grass strip to separate it from the boulevard.
      • Dianne will reach out to The Beat and our reps to see who has jurisdiction over the sidewalk.
      • One suggestion is to place temporary planters along the edge to make people feel more secure along this heavily traveled roadway.
    • Despite numerous emails and phone calls by the chairs, there is still no speed limit sign heading north on Morrissey Boulevard between the expressway off-ramp and the UMass lights. People are encouraged to email Mass DOT, DCR, and our reps to have this rectified.

Other Issues

  • The crosswalks in the neighborhood are terribly faded, especially in the Denny Street -Savin Hill Avenue intersection, as well as at Playstead Road. The chairs will reach out to Councilor Baker’s office to have them repainted.
  • The sidewalk in front of the new construction on Grampian Way is damaged. Who is responsible for repairing it?
  • Alpine Way has been degraded from adjacent construction and now has uneven ground and dips making it dangerous to navigate. Dianne will reach out to Kristine Hoag, Planning Committee Chair, to contact the developer to request they regrade the pathway.
  • If any other safety issues arise, please contact the chairs, Dianne Lescinskas and/or Jennifer Deabler.

Next Meeting: Tuesday, June 21st, 7 PM via Zoom
